僅以風(feng)(feng)能(neng)(neng)為例,中(zhong)國(guo)(guo)(guo)(guo)風(feng)(feng)能(neng)(neng)儲(chu)量(liang)很(hen)大(da)、分布面(mian)廣,僅陸地上的(de)風(feng)(feng)能(neng)(neng)儲(chu)量(liang)就有約2.53億(yi)千(qian)瓦(wa)。近幾年(nian)來,中(zhong)國(guo)(guo)(guo)(guo)的(de)并網風(feng)(feng)電(dian)迅(xun)速發(fa)展。截至2011年(nian)3月中(zhong)旬,我國(guo)(guo)(guo)(guo)風(feng)(feng)電(dian)累計(ji)裝(zhuang)機容量(liang)達(da)4450萬千(qian)瓦(wa),風(feng)(feng)電(dian)建設的(de)規模(mo)居全球(qiu)之首(shou)。這也意味著(zhu)中(zhong)國(guo)(guo)(guo)(guo)已進入(ru)可再生能(neng)(neng)源大(da)國(guo)(guo)(guo)(guo)行列。中(zhong)國(guo)(guo)(guo)(guo)風(feng)(feng)力等(deng)新(xin)能(neng)(neng)源發(fa)電(dian)行業的(de)發(fa)展前景十(shi)分廣闊,預計(ji)未(wei)來很(hen)長一段時間都將保持高速發(fa)展。

在我(wo)國風(feng)(feng)(feng)電(dian)(dian)(dian)建設(she)規(gui)模(mo)高居世界第一的(de)(de)(de)同時,風(feng)(feng)(feng)電(dian)(dian)(dian)并(bing)網(wang)(wang)問(wen)(wen)題(ti)卻始終(zhong)制(zhi)約著我(wo)國風(feng)(feng)(feng)電(dian)(dian)(dian)的(de)(de)(de)發展(zhan)。我(wo)國風(feng)(feng)(feng)電(dian)(dian)(dian)裝(zhuang)機(ji)容量(liang)中仍然有近三成風(feng)(feng)(feng)電(dian)(dian)(dian)沒有并(bing)網(wang)(wang)。這是由于風(feng)(feng)(feng)能(neng)隨機(ji)性(xing)(xing)和(he)間歇(xie)性(xing)(xing)的(de)(de)(de)特點,造成風(feng)(feng)(feng)電(dian)(dian)(dian)機(ji)組的(de)(de)(de)出力頻繁波(bo)動,從而風(feng)(feng)(feng)電(dian)(dian)(dian)場(chang)(chang)的(de)(de)(de)出力可(ke)靠性(xing)(xing)也差,風(feng)(feng)(feng)電(dian)(dian)(dian)比重過大,會使電(dian)(dian)(dian)網(wang)(wang)的(de)(de)(de)調頻、調峰壓(ya)力加大,因(yin)此(ci),風(feng)(feng)(feng)電(dian)(dian)(dian)場(chang)(chang)大規(gui)模(mo)的(de)(de)(de)并(bing)網(wang)(wang)接入(ru)對電(dian)(dian)(dian)力系統的(de)(de)(de)運(yun)行帶來一些新問(wen)(wen)題(ti)。

光伏發(fa)電(dian)(dian)(dian)(dian)(dian)(dian)、風力發(fa)電(dian)(dian)(dian)(dian)(dian)(dian)等(deng)(deng)綠(lv)色新能(neng)(neng)源自身所固(gu)有(you)的(de)(de)隨機性(xing)、間(jian)歇性(xing)、不(bu)可(ke)控(kong)性(xing)的(de)(de)特(te)點,使(shi)得可(ke)再生能(neng)(neng)源電(dian)(dian)(dian)(dian)(dian)(dian)廠不(bu)可(ke)能(neng)(neng)像其它傳統(tong)電(dian)(dian)(dian)(dian)(dian)(dian)源一樣(yang)制定和(he)(he)實施準確的(de)(de)發(fa)電(dian)(dian)(dian)(dian)(dian)(dian)計劃,這(zhe)給(gei)電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)的(de)(de)運(yun)行調度帶(dai)來巨大(da)壓(ya)力。同時,可(ke)再生能(neng)(neng)源的(de)(de)大(da)規模接(jie)入所帶(dai)來的(de)(de)局部電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)無功(gong)電(dian)(dian)(dian)(dian)(dian)(dian)壓(ya)和(he)(he)頻率(lv)問題(ti)、電(dian)(dian)(dian)(dian)(dian)(dian)能(neng)(neng)質量(liang)問題(ti)等(deng)(deng)等(deng)(deng)也不(bu)容忽(hu)視,會對電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)調峰和(he)(he)系統(tong)安(an)(an)全(quan)運(yun)行帶(dai)來顯著影(ying)響。研究表明,如果風電(dian)(dian)(dian)(dian)(dian)(dian)裝(zhuang)機占裝(zhuang)機總(zong)量(liang)的(de)(de)比(bi)例在10%以內,依靠傳統(tong)電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)技術(shu)以及增(zeng)加水電(dian)(dian)(dian)(dian)(dian)(dian)、燃氣機組等(deng)(deng)手段基(ji)本可(ke)以保(bao)證電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)安(an)(an)全(quan);但如果所占比(bi)例達到20%甚至更高,電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)的(de)(de)調峰能(neng)(neng)力和(he)(he)安(an)(an)全(quan)運(yun)行將面(mian)臨巨大(da)挑戰。

儲(chu)能(neng)(neng)電(dian)(dian)(dian)(dian)源(yuan)技術在很(hen)大(da)程度上解決了新(xin)能(neng)(neng)源(yuan)發電(dian)(dian)(dian)(dian)的隨機性(xing)、波動性(xing)問題,可(ke)(ke)以(yi)實現(xian)新(xin)能(neng)(neng)源(yuan)發電(dian)(dian)(dian)(dian)的平滑(hua)輸(shu)出(chu),能(neng)(neng)有(you)效(xiao)調(diao)節新(xin)能(neng)(neng)源(yuan)發電(dian)(dian)(dian)(dian)引(yin)起的電(dian)(dian)(dian)(dian)網(wang)(wang)電(dian)(dian)(dian)(dian)壓、頻(pin)率及相位的變化,使大(da)規模風電(dian)(dian)(dian)(dian)及太陽能(neng)(neng)發電(dian)(dian)(dian)(dian)方便可(ke)(ke)靠地(di)并入傳統(tong)電(dian)(dian)(dian)(dian)網(wang)(wang)。高速飛(fei)輪儲(chu)能(neng)(neng)系(xi)統(tong)可(ke)(ke)以(yi)在瞬(shun)間釋放出(chu)巨大(da)電(dian)(dian)(dian)(dian)力(li)以(yi)穩定電(dian)(dian)(dian)(dian)網(wang)(wang)波動。可(ke)(ke)實現(xian)對電(dian)(dian)(dian)(dian)網(wang)(wang)的調(diao)峰(feng)功能(neng)(neng),從(cong)而替代水(shui)力(li)、燃氣發電(dian)(dian)(dian)(dian)廠,為電(dian)(dian)(dian)(dian)網(wang)(wang)運營商創(chuang)造(zao)更可(ke)(ke)靠的供電(dian)(dian)(dian)(dian)系(xi)統(tong)。由此可(ke)(ke)見,飛(fei)輪儲(chu)能(neng)(neng)電(dian)(dian)(dian)(dian)源(yuan)技術能(neng)(neng)夠提(ti)高電(dian)(dian)(dian)(dian)網(wang)(wang)對可(ke)(ke)再生能(neng)(neng)源(yuan)的接納能(neng)(neng)力(li)。

中國(guo)國(guo)家電(dian)(dian)網(wang)公司(si)規定了(le)風(feng)(feng)電(dian)(dian)場1 m i n 和(he)10min的(de)(de)功率(lv)(lv)變(bian)(bian)化(hua)(hua)率(lv)(lv),該變(bian)(bian)化(hua)(hua)率(lv)(lv)與風(feng)(feng)電(dian)(dian)場的(de)(de)裝機(ji)容量(liang)有關,如小于(yu)30MW的(de)(de)風(feng)(feng)電(dian)(dian)場10min最(zui)大(da)變(bian)(bian)化(hua)(hua)量(liang)為20MW,1min最(zui)大(da)變(bian)(bian)化(hua)(hua)量(liang)為6MW。由于(yu)飛輪儲能電(dian)(dian)源系統可以以巨大(da)的(de)(de)峰值(zhi)電(dian)(dian)流(liu)極高速的(de)(de)充放電(dian)(dian),將其(qi)用于(yu)克服(fu)光伏發(fa)電(dian)(dian)和(he)風(feng)(feng)力(li)發(fa)電(dian)(dian)所(suo)固有的(de)(de)隨機(ji)性、間歇性、不可控(kong)性的(de)(de)特點對(dui)并(bing)入傳統電(dian)(dian)網(wang)所(suo)帶來的(de)(de)弊病是完(wan)全可行的(de)(de)。
